Who You Are:

ExtensisHR seeks an Unemployment Insurance Program Controller who will provide program leadership for the company while successfully overseeing all pricing, cost management, legal entity planning, state PEO/Client filing determinations, claims management process, and voluntary contribution strategies.  The Unemployment Insurance Program Controller will be part of the finance team reporting directly to the CFO. The Unemployment Insurance Program Controller is also responsible for managing the P&L and compliance of unemployment insurance programs. This role involves forecasting rates, analyzing risk, ensuring compliance with state regulations, and leading a team of analysts to optimize pricing and cost strategies.

What You'll Do:

  • Rate Forecasting: Develop and maintain models to forecast unemployment insurance rates based on historical claims data, economic indicators, and legislative changes.
  • Compliance and Risk Management: Ensure pricing strategies comply with state and federal regulations. Identify potential risks associated with pricing decisions and develop mitigation strategies.
  • Data Analysis: Analyze data related to unemployment claims and economic trends to inform pricing decisions. Utilize statistical methods to assess the impact of various factors on pricing.
  • Legal Entity Strategy: Develop and implement the company’s legal entity strategy by state regarding unemployment insurance for both PEO and Client-reported states.
  • Outside Expertise: Manage outside resources and subject matter experts that provide claims data for the states and provide expertise on state-specific cost rate movements and trends.
  • Team Leadership: Supervise and mentor a team of pricing analysts and claim management staff. Provide coaching and development opportunities to enhance team performance.
  • Stakeholder Collaboration: Work closely with state agencies, finance teams, and other stakeholders to align pricing strategies with organizational goals and regulatory requirements.
  • Reporting: Prepare detailed reports, dashboards, and presentations on the UI P&L, pricing strategies, cost rate trends, compliance issues, and market trends for senior management. Organize and execute the monthly dashboard meeting with leadership.
  • Process Improvement: Identify opportunities for process enhancements within the pricing function and entity costing to improve efficiency and accuracy.

What You Bring:

  • Education: A bachelor’s degree in accounting or a related field is required.
  • Experience: Minimum of 5 years of experience in pricing, underwriting, or financial analysis, preferably within the insurance or unemployment insurance sector. A strong preference for direct leadership in unemployment insurance in the PEO or staffing industry.
  • Skills: Strong analytical skills with proficiency in statistical analysis software and Excel. Excellent communication and leadership skills are essential.
  • Knowledge: Familiarity with unemployment insurance regulations and economic principles affecting unemployment rates.
